The recently launched 11th Malaysia Plan focused a lot of attention on the bottom 40 percent, which comprises 2.7 million people with a monthly household income of RM2,537. We ask Datuk Dr. Denison Jayasooria how this focus is different from that in the 10th Malaysia Plan, as well as the challenges of implementing these policies.
