Goldman Sachs has agreed to a $3.9 billion settlement with the Malaysian government, with $2.5 billion in cash, and minimum $1.4 billion in guarantee from assets tied to 1MDB. But was it a fair deal to the Malaysian government? We ask Andrew Khoo for his thoughts.
