The planned Bersih 4.0 rally has drawn contrasting responses from the authorities, organizers and the public. On the eve of the event, it is worth recalling the findings from the Human Rights Commission of Malaysia (Suhakam) enquiry into the Bersih rally of three years ago. Suhakam’s report outlined many recommendations for best practices during public assemblies. We explore the responsibilities of all stakeholders involved, the legality of public assemblies and what legal aid is available to participants arrested during such events.
