The Kuala Lumpur City Draft Plan 2020 was launched in May 2008, and initially slated to be gazetted in 2009. Federal Territories Minister Tengku Adnan Tengku Mansor said in February that the plan cannot be gazetted because land prices have risen significantly since the initial draft plan. We speak with TPr. Hj Ihsan Zainal Mokhtar, President of the Malaysian Institute of Planners, as well as planning law expert Derek Fernandez, about what happens when development continues without a gazetted city plan.
