香港反送中示威浪潮期間，多次出現有示威支持者和反對者的隱私資料被上傳到網絡，包括即時通訊平台Telegram。5月18日，港媒報導有消息人士稱，由于這種起底的違規行為自今年以來再次猖獗，香港當局可能會引用新修訂的法例，以保護隱私的名義封鎖Telegram平台。究竟香港當局封鎖Telegram的可行性有多高？封鎖后真的能解決「起底」問題嗎？
